Refresher Course
in Physics
Prof. R.C. Sobti, Padam Shree, Vice-Chancellor
of Panjab University, Chandigarh while inaugurating
the 3-week Refresher Course in Physics at UGC-Academic
Staff College, H.P. University, Shimla stressed
upon need of interdisciplinary courses in the
university and college to make teaching and
learning process more effective by quoting various
live examples. Prof. Sobti was also concern
about the rise in temperature at Shimla due
to Global Warming. He also suggested use of
Ancient Science to imply on the Modern Science
by mentioning the research activity going on
various research institutes. Accordingly to
him Ph.D. work going on in various Indian universities
are like copy cat.

Prof. P. Saran, Department of Physics, Jamia
Millia Islamia, Delhi, speaks on improvement
of teaching and learning skill by using various
techniques. He also talked about sharing of
knowledge through academic programme like Refresher
Courses.
Prof. Kulwant Singh Pathania, Director, ASC
emphasized that the teachers of Physics have
to play a great role in the present day environment
he said that there is a great challenge as well
as opportunity for developing an approach on
the one hand and the changed international scenario
on the other hand.
Orientation Programme (OP-96)
Dr. D.S. Manhas, Director General of Police,
Himachal Pradesh while speaking in UGC-Academic
Staff College of Himachal Pradesh University
on the occasion of valedictory function of Orientation
Programme highlighted the the importance of
a teacher. Outlining the efficiency of the ‘Gurukul’
system practiced in India in the ancient times,
he focused on the nobility and divinity associated
with the profession. In an interesting manner,
he juggled the letters of the word TEACHER and
derived words like CHEATER, EATER, HEATER and
RETEACH and related them to the context of teaching
in the contemporary times. In his address he
highlighted the happiness quotient; something
that has been eclipsed from our lives. Explaining
about the consequences of the social turmoil
and values and codes at the cross-roads, he
suggested that creative and innovative solutions
are the need of the hour. Rightly stating that
the past is ‘history’ and the future
‘mystery’, he underlined that we
must not lose out on the present. Dr. Manhas
enthused dynamism among the participants by
quoting manifold experiences and examples from
real life.
He emphasized value-based education and ethical
conduct which are mandatory for human beings
in general and the teaching fraternity in particular.
In his deliberation, he calculated success comprising
5% of techniques, 10% skills and 85% attitude,
and accentuated that every teacher must be a
‘life-long learner’. He concluded
his motivating talk by putting forth the necessity
of 5 Cs in one’s life: (1) Character (2)
Composure (3) Care (4) Compassion and (5) Competence.
He wished the participants good luck and extended
his blessings to each.

Prof. Kulwant Singh Pathania, said that the
quality of education depends upon the quality
of the teachers. Thus the role of the teachers
is very important in making the nation prosperous.
If the teachers are excellent the nation will
have excellent citizens. If the teachers are
not updated, the nation will be affected at
large. In words of Ravindranath Tagore “A
teacher can never truly teach unless he learns
continuously”. A lamp can never light
another lamp unless it continues to burn its
own flame.
Dr. R.P. Sharma, Deputy Director, UGC-Academic
Staff College, H.P. University that 42 teachers
hailing from 12 states of India participated
in the programme. Dr.(Mrs.) Kiran Rekha, Deputy
Director, proposed a vote of thanks.
Refresher Course in Business
Studies
The Vice Chancellor, Prof. Sunil Kumar Gupta,
H.P. University, Shimla, while addressing the
participants emphasized that the participants
have to be innovative and suggested them to
keep themselves updated with the recent trends
in their respective subjects. In his deliberation
he stated that of course technology is of immense
use, but in this technological era, teachers
should not become slaves to technology. The
teachers should have enough skill and resources
to ensure that they can conduct classes even
in absence of technology.

Prof. Kulwant Singh Pathania, Director ASC
Shimla, in his discourse said that Academic
Staff Colleges provide a common platform to
the teachers from different parts of the country
to share their knowledge and experiences. It
is a training ground for effective interaction.
He urged them not to become stagnant but to
go on upgrading themselves till they set the
milestone.
Refresher Course in Geography
Prof. K.N. Pathak, former Vice-Chancellor,
Panjab University, Chandigarh in his address
said that in modern time we are making use of
different technologies and of them is Remote
Sensing which as a physicist is a meeting point
for Physics and Geography. He emphasized that
use of technology has definitely certain advantages
but we should not leave our values. Technology
has made deficit in human values. As a teacher
it is our responsibility to serve the society
and inculcate values in the students. He said
that knowledge gets doubled in five year. He
said that the things which have been taught
in the refresher course should be taken as a
guiding principle and the updation of syllabus
be done to prepare the students for future.

Prof. K.S. Pathania, Director, ASC highlighted
the achievements of the Academic Staff College,
Shimla as how this has a distinctive place in
the country. Prof. Pathania expressed his satisfaction
over the successful conduct of Refresher Course
and said that the participants are going to
their home with sweet memories of the course
and they go back fully refreshed and enriched
in the subject matter.
Dr. D.D. Sharma who reiterated the need of
such courses and gave an overview of the whole
programme and praised the participants for their
learning attitude and invited the participants
to ASC, Shimla for refresher courses in future
also.
Refresher Course in English
Prof. B.S. Dahiya, former Vice-Chancellor,
Kurukshetra University, Kurukshetra and eminent
Professor of English who studied and taught
in USA also in his inaugural speech in the Refresher
Course in English talked about the predicament
of higher education and its movement into chaos
with the introduction of new bills everyday.
He prompted the teacher participants to foresee
where is our education system going. He stated
that we started wrong by borrowing British model
when Lord Curzon passed University Bill. All
the more Dr. Dahiya compared the most successful
old universities of Takshila and Nalanda that
projected the true Indian spirit and worked
boomingly without government interference with
the modern universities that are dying with
overindulgence and interference in administration
by the government. Dr. Dahiya discussed that
exploitation is being done to both students
and teachers. Students are burdened with heavy
fees to the tune of 40 to 50 lakhs in medical
and 5 to 6 lakhs in engineering. He urged upon
the teacher participants to ask how many can
afford this higher education. While teachers
are being paid Rs. 5000/- only and ineligible
teacher are teaching MA’s and M.Sc’s.

Prof. Kulwant Singh Pathania, Director, UGC-Academic
Staff College, highlighted the role of teachers
in improving the quality of higher education.
He said that the teacher’s have to perform
their duties with care and diligence.
Dr. Rekha Sharma told that the theme of Refresher
Course will be Emerging Trends and Approaches
in Contemporary Literature. She said that
the emphasis will be on the trends in subalteran
literature and multiculturalism and in addition
to it amalgam of history and culture in contemporary
Dalit literature will also be touched upon.
